False rgb(4, 75, 200) Council Presentation This presentation was presented at the Council Meeting on January 28th, 2025. <a href="https://www.fountaincolorado.org/UserFiles/Servers/Server_6004363/File/Government/City%20Departments%20and%20Division/Utilities/Water/2024%20Water%20Rate%20Study%201.28.25%20CC%20Presentation.pdf" target="_blank" title="Water Rate Study Presentation">Water Rate Study Presentation</a> Water Rate Discussion As part of the Water Fund Stabilization Plan approved by City Council (Resolution 24-006), a water cost of service study and rate design was completed in November 2024.  The results of the study were presented to the Council in a Council workshop on December 2.  To meet the revenue requirements of the Water Utility, eliminate the interfund payable to the Electric Utility and establish an operating reserve equal to no less than 3 months of operating expenses, annual rate increases are necessary over the coming 5-year period.  The rate study was made available to the public immediately following the December 2 Council workshop.  The purpose of this agenda item is to receive public comments and questions on the rate study and the rate increases recommended by the study.  Utilities staff will provide an introduction and basic explanation of utility enterprise finance.  A basic understanding of how municipal utility enterprises are funded, and the current financial status of the City’s Water Utility is critical to understanding the need to increase rates.  Staff will be available to assist the Council in responding to the public’s comments and questions. There will be no action on the recommended rates at this meeting.  A second opportunity for public input on the recommended rate plan is planned to occur at the February 11 City Council meeting.  Again, no action on the recommended rates is planned for the February 11 meeting.  However, to enable future action on the rate plan, a first reading of an ordinance to repeal the existing rates will be presented at the February 11 meeting. It is anticipated that a resolution to approve new rates will be presented to the Council for consideration on February 25. False rgb(12, 180, 75) Illinois/Indiana Crossings – On 11/14/2023, City Council approved Resolution Nos. 23-053 and 23-054, awarding the Indiana Avenue Construction Contract to Native Sun Construction and the Project Management Contract for this improvement to Wilson and Company. These contracts will provide the new road construction and project management of Indiana Avenue (US Highway 85/87 to Old Puelo Road) within the City of Fountain and other matters in connection therewith. The construction of Indiana Avenue and the closure of Illinois Avenue is required by BNSF Railroad to comply with quite zone requirements that the voters approved in 2009. Improvements began after the 2023 Thanksgiving holiday. Plans for this project have been reviewed and approved by the Colorado Department of Transportation (CDOT) and the Federal Highway Administration because most of the funding for this project is from federal grants awarded to the City of Fountain. At the conclusion of this improvement there will be a three-way lighted intersection at US Highway 85/87 (a CDOT roadway) and Indiana Avenue. This will be the best designed arterial roadway to allow residents on the southern portion of our community in and out of this area, in addition to reducing traffic near Aragon Elementary School. They are starting in the south at Old Pueblo Rd and working their way north. The city does not have any control over the BNSF project, we can only anticipate and be prepared for the upcoming maintenance. ***UPDATE*** 12-06-2024 Old Pueblo Rd Crossing - OPEN Indiana Rd Crossing - OPEN Ohio Ave Crossing - OPEN Comanche Village Rd Crossing - OPEN Duckwood Crossing - OPEN BNSF has advised the city that they have finished maintenance on all crossings in the Fountain area. This information is subject to change, the city is doing its best to communicate as quickly as possible when BNSF updates us. <hr> The BNSF project is approximated to start in Fountain on December 2nd. With unforeseen weather and maintenance conditions these dates are not absolute. Please don't judge us, but we have to start our coloring contest in order to have a winner in time for the event. The City of Fountain is hosting a coloring contest for kids K-12 to find out who is going to light the tree at this year's Tree Lighting event on November 22nd, 2024, from 6pm to 7pm at City Hall. There's going to be hot chocolate and plenty of sweet treats to go around the City Hall lawn!  Once you have finished with your coloring, write your name on the back with a good contact phone number so we can reach you after judging has been administered! You can turn your completed coloring sheet in at City Hall or to your School's Resource Officer (SRO). The deadline to turn in your coloring sheet is November 8th, 2024.  Good luck and have fun!
